House Bill 933, which won’t take effect until 2020, sets up new health benefit plans and clearly conveys that they are not insurance. This bill came about after a request by the North Carolina Farm Bureau and realtors who were on a mission to help their members avoid insurance premiums that constantly skyrocketed.
In order to be eligible to offer health benefit plans, nonprofits need to be incorporated in North Carolina, have at least 10 years of existence, and provide memberships for people and businesses in every county. Some people feel that this legislation would allow groups to cherry-pick young and healthy customers from the Affordable Care Act or ACA insurance exchange and leave older and sicker customers with increased costs.
Blue explained that he believes in the ACA as well as the expansion of Medicaid as these programs would provide health insurance to thousands of working poor individuals in North Carolina. He also acknowledged that plans offer under this new reform “might be pretty sorry.”
